Why is Pennsylvania changing its inspection and maintenance (I/M) program?
PENNDOT and DEP have agreed to implement OBD I/M checks and gas cap tests into the Drive Clean Pennsylvania vehicle emissions inspection program. According to PENNDOT and DEP, this will bring the state’s air quality into compliance with federal standards.

When is the start date for the new tests?
South Central and Lehigh Valley is the first region to phase-in OBD I/M checks and gas cap tests. The phase-in process will occur between December 2003 and February 2004. For more information on the phase-in schedule for other regions, refer to the Implementation schedule.

What equipment is required to perform OBD I/M checks?
According to PENNDOT and DEP, OBD I/M checks and gas cap tests must be performed with an OBDII vehicle inspection system. For regions that are currently conducting four- or five-gas analysis, new equipment is still required because the current system cannot be upgraded. The OBDII vehicle inspection system must be certified by PENNDOT.

How long does it take to perform an OBD I/M check?
Just 15 minutes.

What is an OBDII test?
OBDII equipment performs inspections on 1996 and newer vehicles equipped with On-Board Diagnostics (OBD) technology. Originally, OBD could only detect major problems with the engine. OBDII, however, checks for engine performance and can detect problems before the driver recognizes any symptoms. The OBDII test can determine whether there is a malfunction in the components that control the vehicle’s emissions system through utilizing the vehicle’s on-board computer.

In addition to performing OBD I/M checks on 1996 and newer vehicles, SystemOne® is also controller area network (CAN) ready. 

Why are gas cap tests required?
A gas cap test is necessary for checking whether harmful emissions are escaping from the gas tank into the atmosphere.

How much can a certified station charge for an OBD I/M check?
Pennsylvania has an open market test fee.

How is an OBDII test performed?
A cable is attached to the vehicle's on-board computer through a data link connector (DLC) usually found under the dashboard and information is downloaded to a computer indicating the vehicle's emissions systems.

What is the implementation schedule for OBD I/M checks, gas cap and safety inspections?
