Data management

Essential information for measuring program effectiveness
Data management ensures precise, timely and effective program monitoring, management and evaluation. Data management is essential in determining whether, and to what extent vehicle repairs reduce tailpipe emissions. It also helps track the contribution of I/M programs to overall air quality. Data management can also accurately assess the impact that a fleet of vehicles is having on regional air quality.

Real-time communication of vehicle test results
Our data management system integrates and controls a network of vehicle emissions test equipment, computers, software and telecommunications. The system sends and receives independent, real-time information on vehicle identification and test results. The system communicates with and sends updated information on test results and vehicle repairs to the government's host computer.

The host computer stores all pass/fail test results, clean screen and excess polluter identifications, repair details and station operational data. At the beginning of a test procedure, testing stations dial into the system to acquire vehicle identification information that is needed to properly classify a vehicle. Using that information, the system automatically selects and controls the appropriate test procedure, ensuring that the test is conducted properly and in accordance with state and federal requirements.

Data management systems are programmed to terminate abnormal tests, validate data and impose strict security measures. Once the emissions test has been completed, the system transfers a vehicle test record to the government database and issues a test report to the consumer. Data Management also offers on-line registration for vehicles that pass their emissions inspection. The Vehicle Identification Database (VID) contains all pertinent information and transmits test results for registration verification and analysis.

Informative reports
ESP's data management system gives state and program managers remote access to the database through public telephone, dedicated or leased point-to-point lines, frame relay, DSL and different types of mobile wireless systems. Through this access to data management systems, officials can generate the following federally and state mandated reports:

  • Number of vehicles inspected

  • Number of passes and failures

  • Number of clean screens or excess polluters

  • Average CO, HC, CO2 readings

  • Average improvements in pollutants

  • Cost, effectiveness and impact of vehicle repairs on air quality

Teaming up for quality assurance
Founded on the principle of data credibility, system integrity and program security, ESP has an entire department devoted to Quality Assurance. The unit performs an independent software test and review. The QA division is independent of the development engineers and reports through a separate chain of command, creating an additional layer of oversight. Walk-through and peer review audits are performed throughout the software design and development cycle to ensure proper coding, design, testing and installation.

ESP's experience with data management
ESP has designed, developed and implemented data management programs that interface with a wide variety of state host computers throughout the United States. The company's experience includes:

  • Designing and supplying data processing systems for twelve centralized Test Only programs.

  • Developing and implementing data communications software using dial-up lines for ten decentralized Test and Repair programs - evaluating in excess of twelve million vehicles annually.

  • Developing and implementing communications software linking ESP central computer and central computers in 10 states.

  • Developing and implementing clean screen operations, software and communications with State of Missouri Motor Vehicle Department registration computer.

  • Developing and implementing software and operations for clean screen notification issued by the ESP Missouri program office.
