Alaska Program Description

Program size:
The Anchorage program consists of a network of independent inspection stations that perform biennial testing of the Anchorage fleet of over 200,000 vehicles. ESP performs in excess of 2,000 referee inspections per year in the referee facility while providing program oversight and quality assurance services to the network of inspection facilities and the Municipality of Anchorage (MOA)Environmental Services Division.

Contract term:
ESP operates with the Municipality of Anchorage. The latest contract was initially awarded in December 2000 and, with extensions, extends through 2008.

  • The Anchorage Alaska vehicle inspection program inspects a fleet of 200,000 vehicles on a biennial basis. Model year vehicles 1967 and older are exempt from the program, as are the latest four model years. ESP operates and staffs a centrally located referee facility providing referee tests for the public and program oversight functions for the Municipality of Anchorage.

  • Referee tests: ESP schedules and performs referee tests for motorists who feel their test or repairs may have been improperly performed at a test station, or whose vehicles have been repaired without a reduction in emissions. The facility also tests modified or non-conforming vehicles that cannot be tested in a regular test site.

  • Services offered at the referee facility may include, as required, a vehicle emissions test as well as engine diagnostic testing. Motorists are briefed on the test findings.

  • As directed by the city's program administrator, ESP provides covert testing and reports of the certified public inspection stations.

  • ESP's staff conducts regular quality assurance field audits of certified inspection stations, covering required permits, signage and manuals as well as equipment audits. Written reports are provided to the MOA staff.
