Network and Program size:
The British Columbia program inspects over 500,000 vehicles each year.

Contract term:
AirCare is operated by ESP's Canadian subsidiary, Envirotest Canada. Emissions testing began September 1992. The AirCare III contract ends December 2011.

British Columbia's AirCare® vehicle inspection program is one of the most technically advanced in North America and the quality assurance standards are some of the most rigid in the world.

From the program's launch in 1992 to 1999, the inspection for most light duty gasoline powered vehicles was the ASM test. Light duty diesels were tested for opacity on a steady-state drive. In 1999-2000 the program was enhanced by adding IM240 capability and improving the light duty diesel test with a transient drive trace. Pressurized gas cap and OBD testing was also added. This major program upgrade was completed while continuing testing and was done on budget and on schedule.

In addition, the contractor is intimately involved in the Public Relations function. The AirCare program is known to be very progressive in this area. "Key Stakeholder" relationships have been developed to add credibility to the Vehicle Emissions Testing Program.

The AirCare program inspects over 500,00 vehicles each year. It includes:

  • I/M 240 Test: Without disrupting ongoing program operations, we implemented I/M 240 testing for all 1992 and newer vehicles effective January 1, 2001.

  • Data Processing Transfer: The inspection network is designed to process in excess of one million vehicle test records per year with an on-line network connected to the Insurance Corporation of British Columbia (ICBC).

  • Program Startup Schedule: The AirCare program was launched on September 1, 1992, only 16 months after contract award. The AirCare II program was implemented on January 1, 2001 and included significant building and lane modifications, new software and hardware and new testing procedures.

  • Customer Convenience: Facilities are located within 6.5 miles of 85% percent of the population.

  • Quality Control and Assurance: The quality assurance standards for the AirCare program are some of the most rigid in the world.

  • OBD Pass/Fail: Testing for 1998 and newer vehicles beginning in 2007.
