Program Design

Establishing the right program design is crucial to a successful emissions testing program. ESP is at the forefront of program research and design.

The recipient of the very first private contract for centralized vehicle emissions testing in the United States in 1974, ESP's early research laid the foundation for many test procedures still in use today. From this foundation, ESP continues to pioneer the development of vehicle emissions testing equipment, procedures and programs - whether starting from scratch or adapting existing programs to a changing environment.

Drivers will soon discover that our research on On-Board Diagnostics (OBD), handheld and wireless devices, and remote sensing technologies (RSD), will make emissions testing more convenient for years to come.

It is in programs - where we can combine traditional tailpipe testing, OBD II and RSD elements in a total testing package - that ESP's goal for total customer service emerges.

A history of research firsts

  • ESP won the very first contract for a privately operated centralized vehicle emissions testing program in the world in 1974. This contract was awarded by the State of Arizona in response to the Clean Air Act of 1970 and began operations on January 1, 1976.

  • ESP was contracted by the US EPA to conduct the Oregon Short Test Correlation and Effectiveness Study. This study became one of the key research studies leading to the development of loaded mode test procedures such as the I/M 240 and ASM procedures in common use today.

  • ESP was the first vendor to design and supply decentralized vehicle emissions testing equipment capable of automatically selecting the correct pass/fail standards upon entry of vehicle identification information and then storing on electronic medium the emissions test results. The State of New York awarded ESP a sole source contract to provide 4,300 garages with BAR 80 analyzers in 1980.

  • ESP continued our track record of technology development for the emissions testing industry with patents in 1993 for non-intrusive evaporative system pressure and purge testing. We have also become the world leader in providing Remote Sensing technology capable of measuring vehicles tailpipe emissions as the vehicle drives by on the roadway.

Continuing to revolutionize emissions testing

  • ESP maintains active involvement in program design with our government contracts. We have designed and engineered transition programs for British Columbia, Tennessee, Wisconsin, Maryland, Illinois and Ohio as they sought to modify existing programs to fit changing environments.

  • ESP is on the forefront of the integration of On-Board Diagnostics (OBD) testing nationally. All of our customer states have either added or begun to add OBD II testing to their existing test complement. To facilitate this transition, ESP has designed and developed hand-held (wired and wireless) OBD II testing systems to increase convenience and test times.

  • ESP is designing alternative delivery approaches to our customers, seeking to bring the test center to the motorist, as opposed to the other way around. In the near future, programs and motorists will begin to reap the benefit of ESP's ongoing development efforts, as more and more customer service advances are incorporated into traditional programs.

  • ESP is pioneering the application of cutting edge remote sensing (RSD) technology to the test experience. With RSD, customers experience the most convenient possible, as they drive through a "virtual" test lane set upon the road, as they go about their normal routine. If their vehicle is "clean", they can choose to skip their scheduled emissions test at a fixed facility, mail in the test fee (if required by their state), and receive their sticker by return mail. We have integrated this approach into the Missouri emissions program, and a gross emitter variation (where the dirtiest vehicles are sought out for repairs) in Texas.

    ESP is the only company in India to introduce computer integrated emission gas analyzer and smole meter approved by ARAI.
