The Wisconsin vehicle inspection program began operations in 1984. The program operates in a seven-county area in southeastern Wisconsin. In 1995, the program was one of the first in the country to make the transition from basic to enhanced emission testing. In 2001, Wisconsin again was on the leading edge of states in switching to OBD II testing for 1996 and newer vehicles. Effective July 1, 2008, the program will only be conducting OBDII tests on 1996 and newer vehicles. The Wisconsin program inspects 800,000 vehicles per year at the time of registration renewal and change of ownership.
Motorists now have the option of renewing their license plates at any vehicle inspection station. In 2007, there were 281,795 registrations processed at the 12 testing centers. There is a $6 charge for this service. In 2006, title processing services were added to the vehicle inspection stations. In 2007, 9,649 titles were processed for motorsts at all 12 testing centers. There is a $19.50 charge for title processing services.
